Abstract
The European Union (EU) is a political and economic
union of 28 member states that are located primarily in
Europe. The European Parliament (abbreviated EP) is a
legislative institution of the European Union (EU) elected
by direct election every five years. Together with the
Council of the European Union (the Council) and the
European Commission, it exercises the legislative power
of the EU. The theme of the European Parliamentis a
topical one and it gained the attention of all social
categories. Regardless of their status, adults, young people,
pensioners and students are unconsciously influenced by
the European law. In the activity of the European Parliament
there are also positive things, such as the financing of
highways, the possibility of studying abroad and the
acknowledgement of studies in all the countries of the
European Union, the free movement and the right to work
all over the Union, the concern regarding the protection of
the environment etc., which highlight the special
significance of this institution. Of course, there are also
drawbacks, regarding the activity of this institution.Here,
one can enumerate: the poor pay conditions and the price
differences of certain goods or services among EU member
states. The purpose of this article is to emphasize the fact
that although each EU country obeys its own national laws,
it also has to comply with the laws of the EU institutions.

VARLAAM’ S HOMILY –BUT OF THE ROMANIAN LANGUAGE. AN ETHICAL, AESTHETIC AND MORAL EMBLEM OF THE INDIGENOUS MEDIEVAL CULTURE

Abstract
Translator, man of culture and high prelate of
Orthodoxy in medieval Moldova, Varlaam connects his
name with writing culture in the Romanian language and
with committing liturgies in the same language, conciliating
the universal cultural opening with the indigenous spirit.
The first signs of original literature offer Varlaam’s work
the meaning of a cultural initiation into the act of literary
creation in the Romanian language. The taming of the
dogma in ethical and moral interpretations, with humanistic
vocation, includes him in the gallery of those who
determined the development of the original medieval
culture, with major implications on the profile of the
ordinary individual.

MULTICULTURALISM AND SUBCULTURE IN 2019 INDONESIAN GENERAL ELECTIONS

Abstract
The issues of multiculturalism and subculture are
developing in the events of the Indonesian elections in 2019
such as democracy or equality in the fields of law, social,
political, and cultural, human rights, honesty, justice,
political choice, and unfair legal enforcement, so that
people tend to split. The problem of this research is related
to the cultural perceptions of the Jakarta multicultural
community towards the events of the 2019 election. The
case studied was the 2019 election and the primary data
was obtained through interviews with 8 informants from
the Javanese, Sundanese, Bugis, Chinese, Batak and Betawi
subcultures. Data were analysed using the Miles and
Huberman models which included data reduction, data
display, and conclusion drawing / verification. The results
showed that the cultural perceptions of the Jakarta
multicultural community were based on subcultural
perceptions, in which the Javanese, Batak and Chinese
subcultures tended to support Jokowi-Maruf Amin, while
the Sunda, Betawi, and Bugis subcultures tended to
support Prabowo-Sandiaga. Non-verbal behaviour of
subcultural members regarding the 2019 elections was
oriented towards the Dominant Culture or Indonesian
National Culture as part of Eastern Culture, and it was also
influenced by their family background, profession and
personal character.

AVOIDING THE COMMUNIST CENSORSHIP IN PROMOTING THE NATIONAL CULTURE

Abstract
Censorship existed and still exists, in different forms,
in all kinds of social regimes and in all the states of the
world. The most harsh and destructive form of censorship
was applied and is still being applied by the totalitarian
regimes, among which Romania was a part of, during the
period 1948-1989. At the beginning censorship and the
political regime in Romania were imposed by the Soviet
Union. Later on, the Romanian totalitarian regime
promoted its own form of suppressing the freedom of
speech for its citizens. After the formal abeyance of
censorship in Romania, the majority of writers, journalists
and artists appealed to self-censorship in order to not get
into any conflict with the state’s authorities. The censorship
of the communist regime in Romania stimulated the
creative imagination of a number of talented writers, who
managed to find solution to publish their works, as well
as the methods to promote Romanian culture worldwide.

FROM CENSORSHIP TO SELF-CENSORSHIP IN THE PROTECTION OF INFORMATION

Abstract
Censorship represents an imposed or self-imposed
restriction on the expression of human thinking dating
back to ancient times. When thinking about the individual,
this obstacle refers to the preservation of self-security and
the maintenance of an ascendant on the previous speaker.
However, this obstacle gains some dimensions with an
oppressive character, leading to the physical annihilation
of the individual when this phenomenon is in the power
of some religious, political or economic organisations (all
with a totalitarian structure) and to the noticing of some
aspects that could represent an assault or a disclosure,
including the allusive ideation, referring to some disturbing
truths for that particular power (organisation).Things
which might represent the object of some sensitive and
necessary to protect information, gain an objective
framework, legal under the law. This is the place in which
things are normalized in accordance with the human
rights, and access to public information is allowed only on
objective grounds. This phenomenon is equally interesting
both for the people working in the field of communication
and public relations and for journalists.

MANAGING THE IMAGE OF THE ORGANIZATION IN THE COMMUNICATION PROCESS

Abstract
This article presents the main aspects regarding the
ways in which an organization can manage its image in the
complex communication process. Given the fact that an
organization is communicating through all its actions with
both the internal and the external public, it has pay very
much attention to the ways and methods it communicates
through. The issues addressed represent both ideas from
the literature review and the results of the efforts to
understand and explain the importance of the image for
all the actions undertaken by an organization. This paper
deals with the different means of information the company
uses, the measures taken in order to protect and promote
the image and also the importance of the numbers and
statistical data for the image of the organization.

Abstract
Constantly, commercial television channels expand their
niche of contents that deal with crime, as this visual product
sells well. Although during the last years the interest of the
viewers has focused mainly on entertainment shows, the
rating of the crime programs remains constant. In the audiovisual
space of the Republic of Moldova, the access to this
category of programs is ensured by the local television
channels, especially by the channels that broadcast a foreign
television product, especially from the Russian Federation.
Nevertheless, one fact is undisputable – the television
content that registers high ratings satisfies certain demands
and needs of the public and therefore the popularity of
criminal-themed programs is motivated by certain needs of
the television audience.

LANGUAGE MANAGEMENT IN FAMILY PLANNING INTERACTIONS AT MACHAKOS LEVEL 5 HOSPITAL, KENYA

Abstract
The purpose of this paper is to analyse language
management strategies in family planning discourses at
Machakos Level 5 Hospital, Kenya. Thirteen (13) in situ
service seeker – service provider interactions were observed
and audio-recorded. Follow-up interviews involving the
participants were carried out to seek explanation and
clarification for the nature of language management
implementation strategies obvious in family planning
contexts in the health facility. Furthermore, the
complementary information materials offered by the
hospital formed a part of the analysis. Guided by tenets of
the Language Management Theory, the data was analysed
qualitatively. At a simple language management level, the
study found that speakers implemented various adjustment
strategies which included: service seekers avoiding some
offensive topics, service seekers using husbands whenever
they faced language problems; others becoming rude;
others switching from Swahili-English and vice versa; and
service providers requesting for language help from their
medical colleagues. At the organised language management
level, leaflets on contraceptives, brochures, and charts were
issued to service seekers to supplement oral information
in the clinic. The outcome of the study will extend the
language theory to hospital setting discourses. With
improved language management and communication in
the family planning department at Machakos Level 5
Hospital, uptake of family planning is expected to rise,
leading to a higher quality of life.

COMMUNICATION STRATEGIES IN THE MANAGEMENT OF HIV AND AIDS IN KISII COUNTY, KENYA: SUCCESSES AND GAPS

Abstract
Although interventions on HIV and AIDS in Kisii
County have been ongoing for over ten years, the County’s
infection rates are among the highest in Kenya. The
purpose of this paper is to describe stakeholder
communication strategies and tools in the management of
HIV and AIDS interventions in the County. A sample of
73 informants drawn from 16 selected hospitals in the
County was identified. The sample included, sex workers,
officials of units affiliated to the National AIDS Control
Council (NACC), and one Community Based Organisation
(CBO). Data was collected using interviews, analysis of
communication documents used to put to effect HIV and
AIDS intervention. Further, an analysis of the websites of
selected stakeholders was done to elicit their communication
strategies. Findings revealed that interpersonal
communication strategies used by peer navigators, mentor
mothers and among People Living with HIV (PLHIV) were
the most effective in the interventions against HIV and
AIDS in the County. Mobilization was also found to be
effective in targeting sex workers and Men who have sex
with men (MSM). It emerged that the audiences targeted
by the communication strategies were PLHIV and sex
workers. The general population, men, the youth and other
key populations were not effectively targeted. The study
concludes that the communication strategies, as packaged,
may not be effective in bringing about significant behaviour
change among vulnerable populations. The paper
recommends tailor-made communication strategies
targeting specific groups for improved outcomes.

A systematic study of the literary phenomenon
of humanization of myth in the monography Dr.
Hab. J. Cuşnir develops the discovery made by
Thomas Mann in the tetralogy Joseph and His
Brothers and declared in the similarly-named
Washington report (Library of Congress, 1942).
Thomas Mann informed the cultural space about
his discovery exclusively by means of literature;
he could do nothing more as a writer.
The above phenomenon immediately attracted
the attention of science and became the object of
numerous studies. Outstanding scholars have
repeatedly stressed the relevance of a profound
scientific study of Mann’s mythological intuition;
for example, according to K. Kerényi, science
lags behind literature in this aspect.

THE PHENOMENON OF MEDIA CONVERGENCE IN THE REPUBLIC OF MOLDOVA: CONDITIONS OF AFFIRMATION AND FORMS OF MANIFESTATION

Abstract
The media convergence is a phenomenon that has
recently occurred in the local media. The first step toward
convergence – the development of online environment –
was made in ‘2000, when the information technologies
entered the circuit and the Internet extended on the media
market. The first forms of convergence have occurred only
in 2010, when the press holdings Jurnal Trust Media and
General Media Grup SRL were launched. Although we may
already speak about a certain level of media convergence
in the local massmedia, the various collaborations between
press institutions aim mainly at the personal interests of their
owners of financiers, who, usually, come from the political or
business field and have the purpose to manipulate or to get
certain benefits. From this prospect, the phenomenon of
convergence identifies itself with another nationally and
internationally well-known phenomenon – the concentration of
media property, limiting the pluralism of opinions and weakening
the quality of the journalistic content.

RADIO BASARABIA– THE ECHOES OF RADIOPHONIC COMMUNICATION FROM THE RETROSPECTIVE OF THE UNSEEN WAR

Abstract
The formation of the Romanian Unitarian State opened
large perspectives for economic, social and cultural
development. Territorial expansion and the increasing
number of population led to the establishment of the
Romanian Radio Broadcasting Company, which uses
modern mass communication technologies, both at a
national and regional level. In 1938, in Chisinau, the
construction and installation of the transmitter was finished
as well as the building and studios of the regional radio
station, Radio Basarabia. In the first few days of January
1939, the experimental shows began. The transmitter had
a power of 20 kw, which, through technical manipulations,
could reach 200 kw, covering the whole Republic of
Moldova and stretching up to Moscow and Leningrad, in
Soviet Russia, Helsinki, in Finland, and in some days, up
to London, in Great Britain. This radio station broadcasted
for a short period of time – 300 day up to June 28, 1940,
when the old Romanian province was invaded by the red
army. The Soviet liberators occupied the studios, where
they brought some emissaries from Radio Tiraspol, and at
the beginning of the war, when withdrawing, they blew
up the buildings and the antenna and they destroyed the
transmitter. Radio Chişinău preserved its place in history
as an expression of some well thought development
practices of the local radio station, a school without holiday
for the culturalization and spiritual education of the
people, on the basis of traditions and national perennial
values.

THE COORDINATES OF AGGRESSIVENESS IN COMMUNICATION

Abstract
Aggressiveness and violence are part of the human
nature and they have often represented an inspiration
subject for artists. No matter if we confront ourselves with
acts of violence in everyday life or that we follow them
represented in a fictional form, they have always drawn
the attention of the ordinary individual, both terrified and
fascinated, and of the specialist who tried to explain the
mechanisms that trigger either aggressiveness or its
extreme form, violence.
