Abstract
Heidegger’s understanding of the Dasein is complicated
but interesting. Heidegger believed in the existence of a
being-in-the-world which reaches to self-awareness. This
means that one comes to the awareness of being through
questioning. This questioning and being takes place in the
world – in a world of sensibility and categorical experience.
That is why, this being is the Being-in-the-situation
(Geschehen) also referred to as being there (Dasein). It is
simply an event or a happening that leads to a being-outof-
the-situation (Geschichte) which is a project towards
which human life is projected. Being-in-the-situation is
essentially being out, which is ek-sistence into history. Some
people like to link this understanding of being with
Heidegger’s phenomenological ontology. Beingness is
conceived of in the world of existence – it is conceived of
in the existential situation – in the world of categorical
experience. Beingness is ek-sistence because it takes place
in history. That is why the communication of Beingness
cannot only be limited to Dasein, that is being in the world
or being out but also to phenomenological ontology.

THE IMPACT OF THE RUSSIA-US RELATIONS UPON EASTERN EUROPE: CONSEQUENCES FOR THE SECURITY OF THE REPUBLIC OF MOLDOVA

Abstract
The Russia-US rivalry in the current region of Eastern
Europe is a consequence of the confrontational interaction
during the Cold War, between the democratic and capitalist
West and the totalitarian and socialist East. After the
collapse of the USSR, major changes took place in the
region: virtually all former states from the Eastern Bloc,
within the sphere of influence of Moscow, became member
states of NATO and of the EU, including the three Baltic
(formerly Soviet) republics. The geopolitical changes
produced had profound repercussions on the balance of
power in the region, and especially on the international
status of the Russian Federation, the successor state of the
USSR. With the rise to power of Vladimir Putin, President
of Russia, the revival of the Russian Federation began and
tensions arose between the White House and the Kremlin
over the status of the post-Soviet states in the context of
the unipolar world order. Along with China, Russia has
begun to promote the multipolar world order, challenging
the United States’ prerogative to give protection to “close
foreign” states in order to get out from Moscow’s sphere
of influence. What should the policy of the Republic of
Moldova be in the geopolitical regional context, in order
to ensure its national security? The policy of permanent
neutrality is an option supported by the majority of the
country’s population. The problem is the international
acknowledgement of this status, the settlement of the
Transnistrian conflict and the withdrawal of foreign
(Russian) troops from the Moldovan territory, from the left
bank of the Dniester River.

GLOBALIZATION AND THE MAIN COORDINATES OF THE FREE MOVEMENT OF PEOPLE (PRE AND AFTER COVID PANDEMIC)

Abstract
Free movement of people and the abolition of internal
border controls are part of a broader concept, the concept of
the internal market in which the existence of internal borders
or the restriction of the free movement of persons is not
possible. The principle of the free movement of people is the
expression of belonging to a common European space, a
space without internal barriers. The belief that the free
movement of persons is really both possible and desirable
has received various critical approaches during research
activities but not from the perspective considered in
choosing this topic. Thus, I have considered in my work to
address the principle of free movement of people in a
general framework that does not lack, first of all, the
historical perspective of the idea of European integration.
Viewed from a historical perspective, the approach of the
principle of free movement of persons in this paper begins
with a brief description of the first ideas and forms of
European unity, and continues with the emergence of the
first proper forms of European unity, when they were
created by otherwise, the first sources of Community law.
However, no approach to this topic can be made without
studying the implications that the phenomenon of
globalization has on the free movement of people.

CULTURAL TOURISM IN IAŞI. THE STURDZA RULERS OF MOLDAVIA, FOUNDERS OF RELIGIOUS PLACES

Abstract
Cultural tourism is of primary importance in Jassy.
Being a city rich in history, it is necessary to underline the
rulers of the past, in Moldavia, who built many religious
places due to their belief in religious faith. In the past, the
aristocratic families had a chapel in their home and a
church or monastery near their house. Many of the local
ancient places of worship are of great historical and artistic
beauty. They are very old, real treasures of art. Moldavia
had two rulers from the Sturdza family. Their names are
still alive nowadays. Many of their buildings and religious
places still exist even today – Ioan Sandu Sturdza Summer
place of Copou-Breazu, an old mansion which is a College
today of agricultural profile, or Mihail Sturdza Princely
Palace, today Faculty of Theology in the centre of Iaşi, near
the Metropolitan Cathedral.

Abstract
Citizens have long had a contentious history with
public institutions that failed to meet expectations for basic
requirements. It has been proven that the general public
reacts according to institutional performance: those that
perform well are likely to elicit confidence and trust, those
that perform poorly or ineffectively are regarded with
distrust and low confidence. Consequently, they are
demanding more and more transparency and accountability
from the public administration. Thus, new forms of
participation appear as citizens, but also different economic
and social entities, seek ways to be actively involved in the
decision-making process of the public institutions which
affect their existence. In order to have minimum certainty
regarding the fact that the decisions of public, legislative
or executive institutions, and also the functioning of the
private sector, are made in a transparent framework, fair
for any actor, it is necessary for the influence process to be
regulated and transparent, ensuring the unrestricted access
of any entity and eliminating the suspicion of corruption
and influence peddling.

PANDEMIC AND EUROPEAN PUBLIC ADMINISTRATION. SOME ASPECTS OF A POSSIBLE ETHICS AND DEONTOLOGY OF THE CONCEPT OF INSULARITY

Abstract
European identity, including in pandemic times,
circumscribes geographical (geographical) possibilities (and
areas), as well as views and performance of the place. The
European islands, among other features - mountains, coasts,
forests - are impregnated by powerful myths (often of
Western sorghum) and tropes of place. They combine
materiality and metaphor, presenting spaces that often
appear open and closed, fixed, but fluid, complete and
peripheral, vulnerable but resistant. The geo-social
constitution of their culture is also subject to observation on
the frontier of liminality between being a visitor, being
insular and other categories unusually defined between
them. Space, including the bureaucratic, functional one, is
seen as a fusion of materiality and metaphors, and not just
as an imaginary and imagined social construction. The
ethics and deontology of insularity also refers to a
deconstruction and de-construction of the colonialist and
continentalism discourse of the islands, the locus and
context of European public administration including during
the pandemic being part of the object of the present study.

EMPLOYER BRANDING IN THE CONTEXT OF TELEWORK – A CHALLENGE TO CONTEMPORANEITY

Abstract
The current global situation has brought many changes
in the daily coexistence, one of which is related to the
isolation of people so as not to be exposed to infection with
the Covid-19 virus. Employer branding represents the
strategic initiative of a diverse set of marketing activities
that an organization develops in order to attract and retain
talented employees. Telework is the use of information
and communication technologies so that work is performed
outside the employer’s premises. This should take place
through a voluntary agreement between the employee and
the employer. The purpose of this paper is to present the
role of employer branding in the context of telework as a
challenge to contemporaneity. The research results show
that this situation triggers a very obvious and significant
change in the society, one that we call telework. In order
to keep employees motivated the organization must
implement telework in a proper way.

THE IMPLICATIONS OF THE ONLINE PRESS IN THE ELECTORAL CAMPAIGN FOR THE 2020 PRESIDENTIAL ELECTIONS

Abstract
During the election campaign, the media considerably
expands its audience. Reported to the press, the main tools
used in the election campaign are: election advertising,
debates, opinion polls and election news. Of these, the
election news represents the favourite of the online press.
During the election period, the news is very important,
because through it the electorate is informed about the
activity of politicians, their behaviour is monitored, some
political subjects are slandered and others are brought to
light. In the Republic of Moldova, the ethical-legal basis is
very vulnerable, compared to this media segment, because
there are no legal provisions for this type of media activity.
It is this “vulnerability” which, unhindered by anyone, can
play the game of power.

COMMUNICATION AND INFORMED CONSENT IN HEALTHCARE

Abstract
The human being represents the basis of the society’s
existence and all the associated issues represent the
fundament for the ethical-medical, administrative, legal or
political norms.The exercise of the rights of personal
protection of life and health are not and cannot be
susceptible to restrictive interpretations by modulation or
by various normative changes. Based on the natural and
constitutional right and on legal norms, in modern society
there is a fully confirmed respect for private and family
life, freedom of thought, conscience and religion, the right
to expression, meeting and association, prohibition of
discrimination based on genetic heritage and the human
genome, appropriate use of medically assisted procreation
techniques or consent for the conduct of scientific research
on human subjects.In this context, the informed consent
represents the decision of every competent person in order
to benefit from or to refuse a certain therapy, to take part
or not to take part in a test which might affect his or her
health condition after having received, understood and
analysed the necessary information and having made his
or her choice without being subjected to coercion, influence,
induction or intimidation.

UNIVERSITY EDUCATION AND THE NEW TEACHING CONFIGURATIONS DURING PANDEMICS

Abstract
The impact of the COVID-19 pandemic on the higher
education system, including on the journalistic university
training was able to emphasize the favourable circumstances
for the development of a new form of university pedagogy
– the convergent higher education. In this context, the
teaching-learning-assessment methodologies and the
traditional rules of organizing university training were
redacted and obtained new valences and the parties
involved in the teaching processes were determined, in
order to deal with the challenges, to remodel their activity
and communication and to develop new professional
skills, mainly of a digital nature. The new configuration of
university teaching represents the research object of the
present study, whose main purpose is to establish its
advantages and disadvantages. In this context, the scientific
interest axis is centred: 1) on the changes which took place
in the university teaching processes, as a result of the
pandemic effects on the education system, and which
triggered changes in the scientific-didactic strategies,
practices and techniques, traditionally applied in higher
education, 2) on the characteristics of the convergent type
of teaching, which got extrapolated and started to be
applied on a global scale under the influence of the
expansion and amplification of the pandemic crisis and 3)
on the changes that took place in the identity profile of the
teaching staff, following the pandemic effects on their
professional activity.

MAKING UP TOPONIMICAL PATTERNS. THE CASE OF THE UPPER JIJIA AREA

Abstract
The present research focuses on gathering and sorting
information about the toponomy of the Upper Jijia Area,
Botoşani county, with application especially on the
geographical area of the Albeşti, Broscăuţi, Cordăreni,
Corlşăteni, Hilişeu-Horia, Lunca, Răuseni, Todireni,
Truşeşti, Vorniceni and Ungureni villages. The diversity
of the toponymic terms determined the organization of a
glossary of entopic terms from which we here transpose
some fragments that reflect this aspect.
